The Weapon Master (also called Weapon Trader in some areas) was a World versus World vendor who offered weapons and weapon skins for Badges of Honor. Prior to level 80, he functioned as a generic basic weapon vendor, and all items offered to level 80 characters were soulbound on acquire and could not used in the Mystic Forge.
As someone that has frequently used under level 80/new characters, and been able to use weaponmaster just fine before this update, I can definitely assure this is new and doesn't seem intentional as even with this update, the weapon was working just fine until it was randomly unequipped, or manually unequipped.

So don't waste gold on rares (unless you want a specific skin that's only available as a rare).You can either craft level 80 exotics yourself with 400 skill in Armorsmithing or Weaponsmithing or you can buy them off the TP. Buy the named variant, not the crafted Dragonscale armor or Pearl weapons.
