Regarding your question, yes, you can transfer your account server once every 7 days but it will cost you gems. This is all assuming the tier 1 server youâre moving to is open for transfer. You can also look up which servers are tied for WvW and pick one of the lower pop ones. Theyâre tied for months at a time.
If you are really curious you could create 2 new steam accounts then put a gw2 account on each set to Na or Eu. Then check to see which had the best ping. Or pop for your playtime. Then set up your main gw2 account on your main steam account. Gw2 accounts are free trial. You might have to set up more email accounts for steam, not sure.

Server doesn't affect PvE or PvP aside from the region divide (NA-EU), meaning that if you transfer to the EU servers you'll see all languages in PvE regardless of your server choice, as it'll only affect WvW. And if you still want to change the server, I found this on the wiki: Free accounts are able to choose their world when first set up; however, they cannot transfer to a different world by normal methods. They can request a one-time free transfer via support. After upgrading to a paid account, they receive one free transfer to any non-full world.
You need to join the map, then left click on the other playerâs portrait. Sometimes the map will be full, but then you can just switch who job a the other. Same region, obviously, but if you are on the same server you are on the same region so that shouldnât be a problem. Being friends in games and/or in the same guild will also help
